Hi, made a relatively fresh install of LM 22 x86_64 with the 6.8.0-39-generic kernel, however after a while I notices that my GPU has 0 fan spin after loading the OS, the fans usually tend to spin up as soon as I turn on the system however once LM loads in then the GPU just stops any and all fan spin, any help would be appreciated since i dont want to cook the system xP

Most GPUs won't spin up until the 40-60% range, and even then, not at full curve, so may be inaudible. Modern chips are very efficient under light load, and the larger heatsinks of new GPUs can essentially make them passive. Until you're under a load heavy enough to warrant the fans, they won't turn on.

Run an intensive game, disable vsync and frame limiters, and crank it. Actually throw heavy load at your GPU. If the fans spin then, it's working as expected.

It will turn the fans when it reaches a high enough temperature.

GPUs clock up and down, so that 30% figure you're seeing might be at 200-400mhz, not the high performance 2300mhz.

Try running a 3d game on it and make sure the fans spin up when there's a load on it.
