Try opening the terminal and running shutdown -h now. If you're pressing a physical button, let's say, on a notebook, it could be that button is configured to log out instead. In such a case, go to "System Settings -> Power Management" to check it.
to reboot directly to bios
sudo systemctl reboot --firmware-setup
- look up the "enter BIOS setup" key through a websearch for your brand of computer. from fresh power-on, press that key once or a couple times about 1 or 2 seconds after the pc powers on and u see the manufacturer logo.
- you may also use the power symbol in just about any login manager screen to access shutdown or restart.

It is kinda confusing
Can i edit it that when i click restart it restarts my computer @trim goblet
it should already do that. when you're presented with the [ Suspend | Restart | Shutdown | Log Out ] popup.
If you actually get logged out instead the system shutting down, you want to look at logs, and perhaps consult the System Reports tool.
