#missing battery icon on panel

sometimes there will be a battery level indicator along with the rest of the icons on the left side of the panel, and sometimes there isn't one. i can't find which setting controls what shows up there. im on the latest lmde.

it seems like that controls the the sun icon in red there, which is just a brightness control

and if i go to power settings via the applet itself it gives me these options as well
