Upon grub loader menu edit parameters options and append either "modprobe.blacklist=nouveau", either "nouveau.noaccel=1" to the line ending with "quiet splash $vt_handoff".
Or just append "nomodeset".

then afterwards press F10 to boot
just leave a space between the final thing and nomodeset

It still not working
get a bootable Mint image on USB stick. boot up the live sytem with that, then do a timeshift restore after mounting ur main drive
Press e and you can edit boot options

@celest verge Try using GRUB to remove the splash screen and add nomodeset

I think he meant to add the nosplash and nomodeset comment when you do the grub custom bootup edit with the e key
Booted from Live Bootable, same original issue. Booted again but with Compatibility mode. Same issue. Boot editor added "nomodeset" and changed "splash" to "nosplash". List of numbers flashing as before
They aren't the same numbers tho
