You must use the Mint 21.3 Cinnamon Edge ISO, because only that has a recent enough kernel to support the 4070Ti.

The install environment will not import things from your live environment, except possibly a given Wi-Fi password. You use the Edge ISO with its hardware enablement kernel to have basic support for your recent GPU. Then once you are booted into your desktop, you can use Driver Manager to switch to whatever nvidia version you like.
