If you have a broken package, yeet it. If you need it, you can always reinstall. But perhaps make a Timeshift snapshot, so you can return to the unbroken state if this is a recurring issue.

Try sudo dpkg --configure -a. And if you still cannot install anything afterwards, please share the error message.

When we you going to tell us that you borked your system with that xanmod kernel? This thing is dangerously unstable and not supported here. Go back to a supported kernel and retry from there. Best roll back to a Timeshift snapshot from before you installed xanmod. Otherwise, you can hold Shift or Esc during boot to bring up the Grub menu, then select an older entry with a supported kernel.

its the TLP I installed for better battery power, and it corrupted my tp_smapi kernel module

The resolution is still the same. Timeshift back, or go back to an untainted kernel via Grub menu.

This should only affect the kernel, so your files should be fine.

You can get your Grub menu at boot by pressing Shift (in case of MBR boot) or Escape (in case of UEFI boot). It will also show when there were several incomplete boot attempts, so you could force it by hard-resetting during boot two or three times.
