when adjusting volume I get two notifications saying volume has been changed, i think one is pavucontrol but there is a different unknown volume app that I'd like to disable if it doesn't break anything, also one notification disappears as soon as input stops but the other one persists, complying to the 15 second notification timeout in settings

Could be pavucontrol, but might also be Pipewire somehow having been activated. Did you tinker with your audio subsystem?

I ran killall pipewire and both notifs still showed up

These two have different designs. Have you ever installed a second desktop environment? So MATE in addition to Cinnamon, or perhaps KDE or something?

go into xfce main settings, then Notifications. see about Notification placement areas, and switch to a different one arbitrarily.
