I know there are desktop environments that behave the way you like. Basically, you need two different desktops, one for each monitor, and you need to adjust settings so that openened apps appear in only one desktop

am i in the wrong here for expecting it to work like this, like, is this the normal, the norm
well its normal in linux to want things the way you want them...
i just dont know how to do quite that configuration on cinnamon
i dont know if the panel and widgets are capable
i just expect for the windows to move from panel to panel when i drag and rop them onto another screen
and everything inbetween

I'm not on mint or cinnamon right now, but I'll have to take a look, I know it is possible in some DEs, so it may be possible in cinnamon as well
@haughty badge KDE can do it, i just did it with my dual screen KDE setup
you can set each panel so it only shows windows from current desktop, or from only the current screen 🙂

and make sure you are using different workspaces for both of your monitors
Right click on the taskbar window list, > applet preferences > configure > "show windows from all workspaces"
You can also add the "workspace switcher" applet to your task bar

right click on the panel > applets > search for workspace switcher > click on +

"+" means add to panel

You can use as many workspaces are you want
but in your case, at least two, one for each monitor
But try it, switch to another workspace by clicking on one of the workspace numbers, and you'll see that the opened windows won't be the same

I have no idea what you did to be honest, but this seems like an attempt at solving your problem that did not actually solve your problem. So I think you should return it to how it was before, and instead use different workspaces.

somewhat on it, this feels like a gazillion potential screens in one
i managed to find a solution
i "minused" the applets window list and grouped window list, installed CobiWindowList
now it all works and has much better options
Why were you not satisfied with my solution?
i couldnt find a way to bind my screen to a workplace and the DE change was a bit drastic so i turned to the two things doing me wrong and tried to find a unified better applet for the same job
now it all works as i wanted it to work

in some weird way it led me full circle to a simple solution

its just about the window list applet being just not quite up to the task

"only show windows on the same monitor" was the option i needed, i noticed some wonky behavior from the panel itsel as if keeps hiding system tray buttons if there are more than 4 or 5, in a short span it shows a circle icon as if it groups it up and dissapears, same kind of behavior from moving windows from one screen to another, the window dissapears but after double enabling cobiwindowlist on both panels and then right clicking on open windows->configure you can truly configure them right for the right panel, the panel switcher on panel settings doesnt seem to quite work as intended
so much for my experience setting something as simple as open windows and panels
