Save the low levels

Hello,
I am an ex champion player from Dragonveil. Some time ago, I proposed changes to the Talent Arena that were approved, and today I am here to suggest a few more ideas on behalf of the level 55 community of NosTale.
Many of us are spread between DV and UC, and the only real obstacle preventing us from growing further is the huge barrier of shells.
My suggestion is to help us remain a part of this game with a few small changes that would benefit all players who enjoy playing with low-level but highly buffed characters, from level 25 to 88.
Rework raid box rewards
I would suggest adding the possibility to obtain shell levels 20–40 from the Cuby raid box and levels 51–60 from the Castra and Ginseng raid boxes.
Increase shell drop rates in Act 4 raids
Act 4 used to be the main source of shell supply, but this has declined since champ weapon amulets were introduced. As fewer Act 4 raids are done, fewer boxes are opened, and thus the shell supply keeps decreasing.
These two small adjustments, I believe, would completely improve the gameplay experience for this part of the playerbase, which is not so small after all.
Looking at something more dreamlike, it would also be wonderful to see shell upgrading available for non-champion equipment as well. I personally find it a bit unfair that not all weapons which can hold shell are included in the upgrade system.
The reason why I believe these changes should be accepted is that they would revive an important but currently overlooked community of players. By lowering the barriers for rune acquisition, you would encourage more activity in low-level raids and in Act 4, making these areas more alive again. At the same time, it would increase the sense of progression and motivation for non-champion players, keeping them engaged and reducing the risk of them leaving the game due to frustration. These are positive adjustments that would benefit both the playerbase and the long-term health of the game.

I would also add rainbow pearls to the boxes otherwise the price of those will skyrocket

This is a terrible idea... If this is applied people will just create 14 alts lvl 56 (or less for cuby) and solo farm the raid, in less than a week shells market will be ruined

Edit for below as i can't post before 5 hours : More people than those who follow level 55 content, which nobody pays attention to and which nobody plays

there isn't a market for shell, there's just a chance to help 55 people.

they would definitely get abused to farm the expensive shell powder

Voting no, would just break the shell farming and once again IMHO, low level content shouldn't be focused.
Also, Act 4 raid aren't deserted by people as everyone need the shells for the powders to upgrade the shells. There are no less shells than before, you just don't see all the trash ones that are turned into powders.
(My opinion doesn't reflect the game team one, it's my own opinion)

I believe that we could find a way to prevent abuse when it comes to Cuby/Ginseng/Castra. But beyond that, the issue could simply be addressed by increasing the drop rate from R7 boxes in Act 4. It wouldn’t change anyone’s life, and it would help many players not just level 55s.
Personally, I’ve been checking the bazaar every day looking for shells for almost eight years, and I can clearly see the gradual decline in rune availability. It’s real it’s not just in people’s heads.
That said, I still agree that we shouldn’t touch the core goal of the game, which is the Champion level. But I also think that no one would be bothered by a solution that works for everyone like simply increasing the drop rate from R7 boxes

if focus shouldn't be on low level content then put back the content that was aimed at everyone before and now only serves high level ones like i'm just gonna say glacernon, rainbow battles and the event raids which only solution found by staff to avoid bots was to increase minimum level required

r7 box drop was already drastically increased with act 4 update, every 4th or 5th box I get is r7
I had around 100 r7 shells from act 4 boxes and there were 2 or 3 decent shells among them, all others were pretty much worthless and I turned them to powder after the update

even higher droprate for boxes would mostly just make the powder cheaper
for most shells it's just better to turn them to powder instantly, rather than wasting rainbow pearls

and obviously there are few shells now, because you can turn them into something that actually gets bought..

I don't see the point to make the game better for that level, there is no content? What do you do with 55 except IceBreaker every 5-6 hours
They cant even manage to make good pvp content in general, I dont think they will make any pvp content for lvl 55 then

You might be surprised to know that there are a lot of people playing at this level and enjoying it, while many others want to return but it's not possible because the low quantity of equipment and shells for this level. We're a niche, but we're part of the community, and it's right that the staff considers also us. It's not enough to simply open boxes, or buy more; I've personally opened hundreds of boxes and found nothing usable. I proposed this update to increase the chances of obtaining shells at this level and allow anyone who wants to play with us

I think one of the best solutions for the shell would be to make a system where, if you open a box, you get a shell of the same level as the character who opens the box. That would be a good idea to improve things without breaking the shell market.

And like, if you open a box with a level 1–24 character, they could keep the current system with random shell levels.
But after level 25, it would be good to have the system I suggested.

This would be so good even just only for act4 boxes. Nobody would be upset about it I think, and it would be a problem solving for all the players who are looking for shells of a certain range to make equip, not only for us 55 but all from 50 to 88.
This would improve the possibility to find the shell your looking for without going into an infinite range of shells…I am a 55 opening an act 4 box r7? Well with all the things caming out from it , if it’s a Shell it will be range 50-60. I am a 70? 60-70 range. For champ players random as now.

But having almost 10 thumbs down would make me wonder what are the weaknessess of this idea, and what can be changed to gather even more support

Main weakness would be "destroying" the price of the shells because you could farm them so easily compared to now.
I think the idea proposed by Rozaria is much more fair (meaning you get a shell lvl according to your in game level) it would fix everything in my opinion
