In ongoing state of the game, any player below 80 CHAMPION level is making little money

That's why the system seems broken right now, c80 lvls are farming money like crazy, whereas lower lvls can't get more
Higher lvls are buying up everything good, rare and OP, including NM, what makes the prices go up, and the cycle is closed (!!!)

Any wonder why prices of some items are 3kkk or more? One of the big reasons is the alts and alt quests.

A modern system needs to be indeoduced and involved, let's say rewarding for activity, not for stupid alt simulator. At this point nostale is becoming SIMS, where you have 20+ different characters.

Some developers and Game Masters/Operator should have a bigger look at this, as this destroys the game in the longer run in a very severe way.

Where's the fun for low levels?
We're just players, which can abandon this game anytime, can you see it?
As you are the game publishers with direct contact with game studio, you suggest us what are your solutions.

Please, think about implementing more low lvl rewarding mechanisms - this could change this game greatly.

This is kind of misleading. There are a few activities that lower levels can do to make money below c80, but they're almost all raid related and you would ideally want alts.
It makes sense that c80 and c90s can make the most money. That is a benefit of playing end game activities. If the newest acts made less money than the previous ones that wouldn't be a very good look for the devs, and would undermine newer released content.
There are many lower tier raids that can grant decent money per hour, but just like even act 9 raids you need to put the time in and grind for any real gain. Free 2 play behavior requires work and to an extent some efficiency otherwise you'll feel like you're going nowhere.
The game is also quite old. Some players have been playing since 2010-11 and some even longer. Of course they are going to have a lot of gold accumulated or the ability to hoard items. This is not caused by a lack of activities for lower levels. It is inevitable given the games age and "alt abuse".
It takes some time, but everyone should strive to reach end game because that is always going to be where the best profit margin is made.
Prism recently stated that while the game was not made with having multiple alts in mind, it has evolved and become a somewhat important part of the game. He's likely aware the impact alts have made on the market and that there is some importance to players having many alts.

the only thing should be enhanced is the quest reward should be something motivate the player to do it:
example : act5 quest = act5 equip 5+ limited.
act6= act6 equip 5+ limited.

Maybe make it random equipment from +6-+10 from act 1-5 just so low levels don't have to buy and can save more for champion equipment and catch up faster. No one buys that anyway cause champion still outweighs it by a large margin. Also give way higher chances to pull equipment from HC raids should be standard
