This one is so tough! Both Fun and Culture need to be at 100% to achieve it.

I have this problem, too. Everyone feels cultured and entertained, but the optional objective doesn’t match (<100% fun) and won’t complete.

someone feeling cultured/entertained doesn't mean that they are 100% cultured/entertained, so it is possible that everyone is cultured/entertained, but that the objective is <100%
