No, since in the resulting simplifications you get sin(3x)^2, not just sin(3x).
Anyway, I'd just simplify the numerator to tan(3x)^2, and after that you can get the answer instantly.

Your mistake is that you assumed √(4x^2 - 11) = x√(4 - 11/x^2).
That's not correct. Rather, √(4x^2 - 11) = |x|√(4 - 11/x^2).
And since we're looking at x -> -∞, think of what |x| will be.
