initially my ans for c is f(x)>0, but after checking the ans sheet, found out f(x)>=14
my question is yah ans is not f(x)>0

Like, what you've shown here is f(x) >= 14.

Let me be clearer - you said that the answer sheet said f(x) >= 2, but what it says in the image is f(x) >= 14.
Right.
Because the function achieves its minimum at x = 2.
And by definition, it can never be less than its minimum.
Except apparently it can.
Because I guess that's just a local minimum.
