a repeated decimal does not equal to a terminated decimal
while 0.11*3 is exactly 0.33
therefore $0.33\neq \frac{1}{3}$

Another way to think about it is 3 * 1/3 = 1, 3 * 0.33 = 0.99.

Here's a trick; a terminating decimal must have a denominator that only has factors of 2 and 5.
