#why did we switch from 3cosθ -> 3sinθ and 2sinθ -> 2cosθ?

I don't recognize the notation, but this kind of area maximization problem is typically solved with calculus, i.e. derivatives.
So you would want to find the area of the quadrilateral as a function of theta, then take the derivative of that function.
And d/dx sin(x) = cos(x) and d/dx cos(x) = -sin(x).
