So, the question says to identify the variables. But I only see one variable “average rent for an apartment”.
Part b says “Explain the dependence using a sentence of the form “_ is a function of _”. So, is there another variable or is this some kind of trick question?

@wild marten If it does, then it may be worth considering the average rent at different time instants as different variables
