When you round, you should discard other figures, except when they constitute the number itself.
So, when you round 3916 with 1 significant digure, you get 4000, but when you round 0.3099, you get 0.3.
If you use the exponential notation for numbers, there's no ambiguity.
For example, if you write 3916 as 3.916*10^3, then after rounding it becomes 4*10^3.
