If you use the exponential notation for numbers, there's no ambiguity.
For example, if you write 3916 as 3.916*10^3, then after rounding it becomes 4*10^3.

I've just started on significant figures today lmao so I will prob learn it in the future unless Singapore education doesn't have it in there
