You normally have the starting conditions at t = 0
So talking about negative times doesn't make sense
Is like with the problems of you throwing a ball from a building, at t = 0 it is at the top and then as time progresses, it will get far away from the building
But it doesn't make sense asking about what happens before the ball is thrown
