Note that the side of the rectangle that the circle is touching must have the same length as the circle itself.
Well, the circle has to be "wrapped around" by the rectangle, right?
Thus, when we unwrap the cylinder to make its net, the red lines must all be of the same length.
And as you know, the circle with diameter d has length L = πd.
So, in a cylinder we must have l(red)/l(green) = π, so about 3.14.
