We have an ellipse here:
x^2/a^2 + y^2/b^2 = 1
So, the maximum distance will be max(a, b).
Given the question gives a radius of Earth, I expect the distance is supposed to be to the surface of the Earth, not the center.
Ahh, true! Hm, alright.
Well, then we just subtract Earth's radius: max(a, b) - R.
