Pulling things out of integeral

Hi, I know how to do u substation and all that, but I'm not sure how something like 10/3 or -2 is pulled out of these equations at the bottom

multiplicative constants can be pulled out of integrals, that's just a fact

Yeah but how is it able to get that denominator. Like, say I pulled the 10 out, where does the 3 come from?
