Sometimes. There's conflicting conventions. It doesn't really matter one way or the other, so long as you're clear whether the set you're talking about contains 0 or not.

In fact, I don't even really like to use N. I prefer to use the intersection of Z and an interval.
Though most of the constructive definitions of N I'm aware of include 0.
