You didn't provide a picture, but I assume it's like this (I generalized the densities).
We use Bernoulli's law.
For the top hole:
p0 + ρ2gh/2 = p0 + ρ2v2^2/2
v2 = √(gh)
For the bottom hole:
p0 + ρ2gh + ρ1gh/2 = p0 + ρ1v1^2/2
ρ1v1^2 = (2ρ2 + ρ1)gh
v1 = √((2ρ2/ρ1 + 1)gh)
By the statement of the problem we have ρ1 = 2ρ2. So:
v1 = √(2gh)
