Came across this recently, I’ve been trying to add this one person in my requests list, but it keeps saying I’ve reached the maximum number of friends, even though it allows me to accept the request of everyone else when I tap accept or accept all. It does not say they have the maximum number of friends, it says that I do.

Remove some of the existing friends, then you can add more friends
