Personally I don't have the rockets but I have heard the cooldown is horrible. But my assumption is once you level the rockets up it will be faster to get that cooldown

@cobalt path turns out you need to make hits rapidly enough. It’s only really possible with fast firing characters like Skippy and Buck. Doesn’t depend on item level

@noble hazel have you ever gotten the cooldown reduction? What lvl is your rockets and what character do you have it on?

I've had maxed out turbo a good few times. Don't get me wrong it on the characters you have mentioned but I've also maxed it out on Paco, Elaine, Iris, Faye,Buddy, Milo and Paolo. It mostly level 5 apart from buddy and pacos which is level 6. Its definitely my favourite unique over muscles
