They're all locked - if you scroll down below the "see heart event 10", is there a house upgrade requirement listed that has an open box to the right instead of those little locks?
If so, you need the house upgrade, then the next event/hangout would unlock

i upgraded it early before i gave leah the locket, the 9 heart hangout events triggered but the 10 heart hangout events didn’t when we hangout

Oh right - I see it checked off on the list 
That white bar to the right of the locks and checkmarks indicates there's something more on the list though. Can you scroll down in that list?

Only thing I can think of is that maybe her next event/hangout can't happen in winter? I know there's a few heart events that are like that, but I'm not familiar with Leah's progression

I peeked at the wiki, since I don't mind spoilers on her 🙂 You'll just need to get through the winter doldrums, then your list should change!
