Sorry. I was asleep. As Pix said the goddess blessing is what you get from completing one of the altar bundles at the lake temple. There will be a graphic on your journal page. If you’ve finished a bundle and got it you can fast travel. If you haven’t got that then you can’t get into the merfolk kingdom.
