So I've been trying to marry wakuu and I've done all his heart events and I haven't received anything in the mail from him to meet up. He's currently at 10 hearts, my town is at C so idk what's wrong, if anyone could help that would be great 😊

If you've done all 8 heart events, you should get a letter 2 days or so after it for the 10th heart event which comes by mail. - If you were talking about that at least
At least that's how it went for me - which was 2 days ago ironically.
