I've gotten the note and I was finally at the dock after 8pm like when I searched online and it said they'd be here and I don't see anything :(

The boat times changed to Tues, Thurs & Fri to match the morning market. They just didn’t update the letter you get.

good to note thats its also a short window for shopping, only 2 hours 8pm-10pm on the Tues/Thurs/Fri & as noted aboved sometimes finicky getting the 'shop' interact to appear &/boat wont be visible (but i think boat invisible got fixed recently)
