Who's the mysterious salesman at the lighthouse? I can't find anyone there on m-t-th at dusk/nightfall like the note says. Am I missing something?

They show up at 20:00. I've had them show just after 19:00, too, though.

I've interacted with the boat (blackmarket) and nothing happens for the quest...

It's the boat, not actually a quest it's just like a black market. Kinda like the monkey in the abandoned cabin.
