You also got to consider game version, as certain mods only exist on certain versions,

You could go through the process of modding manually, but I don't recommend it (I've done it before) and I'm not going to explain it.

Go to https://modrinth.com, click on "Get Modrinth App", install it, open it, click on the plus icon on the left side, name the instance, click on "NeoForge", select the version "1.21.1", click "Create", wait for it to finish, click "Install content", search "Create", click on "Create", click "Install".
You now have an instance with Create installed! From there you can also install other mods.
Do note that once you hit "Play" you will have to log in to your Minecraft account.
