That's all voice acting. The best you can get is doing a phone effect but then you have the issue of trying to mimic the voice. The only thing I can suggest if you don't need it for a live role is text to speech. There's a really good ghost face text to speech out there, if you want it I can link it to you.

Since the last time we talked didn't help you or get across what I mean. Here you go. You will notice I am able to replicate the reverb, the pitch shift and the fact they seem to have used some Flanger. The issue is it won't be exact because VoiceMod does not yet have a bit crush. So until they do this is the best that can be done for a live voice changer. Other audio editing programs like audacity do have bit crush plugins to get the old 16 bit audio quality.

There isn't really anything needed. You'd need to find a female voice actress who's voice is either similiar enough or can do an impression of it. The only reason it sounds off is because of the audio quality due to games age.

Ah thats a interesting way of making up for the lack of bit crush. Using distortion.
Here I added Distortion to try and replicate the bit-crush. You'll need to play around with the pitch because I am not you and don't have your voice.

Voicemod pro, u can get all kinds of plans but I got lifetime license but I'm pretty sure lifetime license is on sale right now, so I would recommend but if you don't have money then just stick to the one you have

I've found that combining a little bit of voice acting usually helps. Voicemod is a tool. Make your best girl impression, and modify it from there. Maybe model it after an existing character

Voicelab should be in the left tab area where it shows setting, voices, soundboard and ect. If you cant access it you need to buy a subscription to use it. If it is not there i say try to restart the app or uninstall and redownload it again.

kinda, the glitchy stutter can be done by getting a mp3 of total silence, and the actual voice can be done with distortion and maybe abit of pitch change if you need it
more specificly with the silence you can set it to loop then mute my voice then spam it when you want to talk

I'm looking for a little help when it comes to the "Voices". I run dungeons and dragons online and I'm looking for a way to adjust my voice to sound more feminine without the AI persona. While the AI is really good it does sound slightly choppy/robotic at times, and it also does not capture some of the Fantasy words that I use in my game.

Well here we have the issue that this is just someone's normal voice. You can fiddle about with AI to try and mimic it but that probably won't yield the result you are looking for.

I'd say with wireless both inputs would work perfectly fine since it comes with a USB you can connect to your pc or console

Like to use the Celeb voices as I would talk in game, but they only seem to be able to voice record and filter what you recorded. LIke in Hot ou can use a minion, but if I swap to Bane it dont sound anything like the Ai one that is used for recording and replay.

All I can suggest is youtube and experimenting with your voice, find your range and work on what you can do. your voice is a instrument. You need to learn and develop the skills to use it and NEED to take care of your instrument or you'll ruin it.
