What developers did was that they basically swapped the groin/stomach multiplier with the lower arms multipliers
Previously groin/stomach multi was 1.5x and lower arms was 1.4x
Now Groin/stomach multiplier is 1.4x
And lower arms is 1.45x

Now what this means in a simple language?
With .300 magazine previously SPR could one shot with DLQ hitboxes up to 48m and afterwards it would lose lower arms multiplier which made the gun quite inconsistent at range
Now SPR with .300 magazine keeps the lower arms one shot ability until infinite range - basically a locus but with DLQ hitboxes until 48m

So in conclusion, SPR IS Buffed not nerfed `
