We take bizon and grau for example
Both of these weapons don't have stellar stats anywhere.
But what makes the bizon good and grau not is utility.
What grau offers is offered by t19, groza,kilo141,amax, pdw, ffar with almost similar ease of use you get my point, and there's a significant difference in their stats being better than the grau. Grau's only argument is feel and recoil/sights.
But what bizon offers
Good bsa compared to other smgs ,only pdw and cordite are comparable,even lower recoil than said smgs .
Bizon can also 3 shot while having stellar mobility and the 3 shot is easy to achieve.
