For those who don't know. If you've gotten everything except for this blueprint, don't grind it. It's bugged. If you check the blue crate it's not even there. This was a free reward from an old event. You might probably have it already in your inventory. Just go and equip it and then when you go back you will see it unlocked in your DMZ catalog.
