There are so many spots on the map marked with a blue symbol of a man running out a door. Go to that spot, u will see green smoke, go upto it and it'll show a spot to activate extraction chopper, get in and wait for Countdown. [ Some extracts are manually activated, like the train extraction and boat extraction, both have the terminal marked on map as a blue computer ]
