Your aim is off. Simple

You have to hit all 3 shots on chest, arms or head. Stomach nullifies the one burst to kill.

Idk what sens you're on but its worth running a higher sense to properly track with a burst.

Other than that, practice. Aim in front of the direction the target is moving, never trail it. Aim higher, and learn the natural placement for the burst pattern (3 shot recoil, resets after every burst)

Overkill is 2 primary weapons

There is another one that lwts yiu equip 2 read perks for a total of 4 perks.
