Typically you'd need to pay actual money but every now and again they give them out for free, currently they have an event going on where you can open caches for shards, it's unknown how long the event lasts but the devs have confirmed more legendary skins will be added at some point this year with the AK117 Lava Remix mythic being theorised to be around for the entire year
