They changed the Damascus requirements a long time ago. You now need every weapon in the game gold to earn it for the first time. Any new weapons released after you earn it, you have to grind gold for them to get it on those new ones, it doesn't automatically unlock.

Basically you need gold on every weapon that came before the one you're grinding, in order to get Damascus for a given weapon.
