The reason Battleye anticheat doesn't work on GTA Online is because GTAO uses P2P (Peer to Peer) connection, meaning that the first person to join or create a GTA Online server has tons of control over the rest of the devices. It's hard to change to be honest, when you work on a networking environment for so long (13 years in this case), you can't really just go back and change it. Especially now that we're so close to the release of GTA VI, they're focusing on that and working on a better networking environment for GTA VI rather than reinventing the wheel for GTA V
