That's a bug, There shouldn't be scrap on the ground when using supply upplink unit. devs are propably gonna fix that soon. The supply beacon when using supply uplink unit from the ship should contain only 2 pieces of repair kits (small or large) , 1 random weapon and some materia laying on the ground. if you encounter anything else thats a bug.

If it's on the ground then Yeah, if you find it ftom one of the blue boxes then it's not.
