I crafted a 3-pack for ship repairs and had one left over, later on I found a "normal" small repair kit but wasn't able to combine it with the leftover from the 3-pack. It's still able to be combined other small packs however.

They can also be combined up to 4 pieces, and when using a full set of 4 pieces instead of one, 2 pieces will be used.
Approximately the same thing happens with steams, which can be stacked up to 5 pieces.
