Nah...honestly, everything on the ship is replacable by the crew....about the only thing the captain TRULY has final say over is the color scheme and the ship being flown, as components can be crafted by anyone and then installed on the ship.
At the end of the day it's a cooperative game, not a 'one person in charge' game.

Ok, but what if YOU wanted a specific artifact installed into the ship, after all people have joined you for the run which you want to complete, it's ok with friends because of chat but randoms just install just whichever in shouldn't everyone have a say because it could end an endless run

I'm sorry...this is a social issue, not a game issue. Regardless of who's hosting the game, no single person is 'in charge'. You need to settle this via communication.
Besides, if someone installs a mod you hate, you can always go down to the wall, look down for the foot pedal, and eject it, destroying the mod in the process.

solo is nice and peaceful, and you get to have Buddy send stuff directly back to the ship instantly. But playing with friends, I want them to have agency too.

just be the first to pick up the artifacts and if you see someone picking up an artifact ask them to drop it it's not complicated
