Same issue here.
controller support is fucked as there was next to no testing for it in the playtest
Here's a video with the issue in action. As well as showing how the stutter that appears to be helping cause this bug is present even when sensitivity is turned down to 0.
it's because the game is picking up both mouse and controller at the same time

What's odd is I don't remember having any controller issues in Playtest. And nothing in my setup has changed. Just moving to the EA build from the playtest build.

no my problem was the oppisite in the sense, it was just refusing to move right but no stutter.. more like I press right on the stick it doesn't move for a bit or it's a slow move or something a long those lines. like it didn't register moving correctly so a tiny move is either further, or a long move is a short move instead. as in holding the stick down it barely moves or it over moves.
were you using steam input or the ingame support?

Other people are having issues with XBox controller and this fix doesn't work for them. I'm using a PS4 controller.
I need my triggers closer to my shoulder buttons, so I don't really use Xbox controllers.
Oh, I misunderstood your problem. I had this problem on a different game and the steam input disable did fix it. My issue with snapping is in regard to aiming at enemies, and the aim assist seems to have some broken snap points that I need to fight against to shoot at weakpoints that the aim assist desperately tries to redirect me from
