Church of Saint Lazarus can’t be constructed in 867

Picture notes: first one is 1066 start date, church of Saint Lazarus is already constructed; second one is 867 start date, there’s no empty slot in Nicosia, Cyprus

I’ve noticed that for some reason church of Saint Lazarus in Cyprus, Nicosia can’t be constructed in 867 (I couldn’t find any building slots and/or decisions for both Byzantine Emperor and direct holder of Nicosia).

I think thats intended as its explicitly done that way in the history files

feels more like an oversight tbh unless the church was build for something special or whatever but then it would probably be able to spawn from an event or something else like a decision, interaction or whatever

It's just strange that it's the only precedent like that in the whole game (at least I couldn't find any other)
