Legends of the Dead was a "Core Expansion", which I like the idea of. It added many new mechanics (legends, diseases, legitimacy) which expand the gameplay.
Now we got Roads to Power, which also added entirely new mechanics.
The thing I fear is that we will get more and more mechanics, that will at some point drag the game down, due to being to much to micro-manage. I often entirely ignore Accolades and Legends already, because they often involve clicking through the same menus over and over again.
On the one hand it's nice to be able to just ignore aspects of the game, but on the other hand this kind of design might lead the game down a "wide as an ocean, deep as a puddle"-road, where DLCs add more and more mechanics, that can be ignored and therefore just lead to a lot of clunk.
I personally would wish for updates that deepen existing mechanics, and tie different aspects of the game into one another. I would personally hope for a religion DLC, that could possibly tie in legends; or a government DLC, that deepens laws and the legitimacy mechanic.
