I would like the ability to make new Holy sites, and have the requirements to create a new religion altered.
I once played as the Muslims of Italy in the early start date. I moved to capture most of Italy, and made Rome be my capital. I then thought it would be a fun idea to create a own Italian Muslim based faith. The idea that Rome not being only the Catholic capital, but one of the new Holy Lands of my new faith would be a good idea. The only problems I faced were 2.

  1. There is no actual way to decide, alter, or make new holy sites. So the idea of making Rome have a new muslim holy land is not possible.
  2. I would not be able to actually reform, or create a new faith, because I need to control 3 different Holy Sites of my main religion, which 0 were located in Italy.

I faced a similar problem, when I wanted to be a Viking North African Kingdom, but because I could not create or choose new holy site locations, and since there were no Asatru holy sites within my region of the world, I could not simply reform my religion, even if I wanted.

You can actually make a new faith with no holy sites if your existing faith is organized, but yes, the ability to set new holy sites would be amazing.

First off, excellent idea, but I think it might be a bit hard to balance.
Perhaps it could be made easier by making it so that you could take over holy sites of another faith with a decision after controlling them for 50 years or something, retaining the bonuses that they gave to their old faith.

You make a good point. Especially with the idea in its basic elements that a person theoretically can instantly change religions holy sites.
There does need to be some balance when it comes to this idea.
I like the idea for RP reasons to do such, but also for RP reasons I do not want every fricken player of character to be able to do it within a short timeframe.

Maybe this would work well with an idea about creating Minor Holy Sites and possible make those into Grand Holy Sites (aka default), though while not impossible it will take some time to think everything through.

Perhaps an option would be that upon creating a new religion it either
a) stars off with the holy sites of another religion
or
b) stars off with no holy sites at all (if you want to make a completely new faith that isn't based on any existing ones)

And then establishing a new holy site for that religion in a similar way to how culture is reformed. It takes much time and investment (gold, faith, prestige...) during which you get choices of cost and final bonus it provides. A similar process to de jure drift could also work for holy sites. Hold, for instance, Rome as a Muslim for long enough and Rome becomes a Muslim Holy Site (either "as well" or "instead of" a Christian one)

It being similar to cultures might not be a bad idea.
Though I do have concerns relating to entire religions change as frequently as cultures, where say the Catholic faith I once new at the start of the game might change to an unbelievable way for role-play

For me, my inspiration for this idea comes from Holy sites such as The Kaaba (located in Mecca), which I believe was before a site for old Arabian Pagan traditions, but became a grand holy place for Muslims, Hagia Sophia from a Christian Church to a Muslim Mosque.

Well there could easily be things to limit the change of existing religions. Perhaps only the head of faith (or someone with a strong hook on them) can establish a new holy site. And the "holy site drift" would of course only work on existing holy sites so that still works for your desire of having holy sites "change religions"

I do think at faith creation there should be an option to add/remove holy sites.. The only question in my mind is how to stop players from min/maxing holy site choices

That is a fantastic question question to consider. How do do we stop or discourage min/maxing?
This might be just me, but I am so afraid of min/maxing or Metas that ideas that support it in a possible new content update make it so that I almost if not, do not want it anymore.

However it is does it should be fun, feel organic, and (personally most important) balanced, and lacking in the ability to be overly abused.
