#Iberia Struggle needs to automatically end once all of the Iberian peninsula is controlled

In this current playthrough the entire region of Hispania and more is controlled under an empire. I had to make a new empire since the Struggle hadn't ended. but now, it's like forever stuck.
-Can't end the struggle by Dominance since I'm the only emperor, only king, everyone in the region is a vassal, and we have high crown authority. They'll never be hostile enough.
-Can't end the struggle by Compromise as I need to control LESS than 50% of the Iberia region
-Can't end the struggle by Conciliation as I need to control LESS than 50% of the Iberia region D:

So this is like, forever stuck. I feel ALL of the region is controlled it should automatically give the option to end by dominance. Otherwise, it's impossible to let go of vassals as They're Dejure vassals of the newly formed empire. and how on earth would one let go of 50% of the iberia region D:

Yeah. If you own 80% of iberia you should be able to take dominance regardless of phase. Damn what the other iberian rulers want, you've conquered enough of the peninsula to guarantee no other independent ruler could possibly control more than 20% of the peninsula and enough to make the empire title of hispania

Look, I don't mean to be unpleasant, but if you got to the point of controlling the entirety of Iberia, then you certainly got to the point in which you could have ended the struggle through Dominance the usual way...

Besides, in case you don't know, there is a "Iberian Foothold" decision that lets other Empires that are not Hispania to end the struggle by sheer supremacy over the region, try looking it up, it might solve your problem (there is an image showing it at the end of Dev Diary #95).

Then I may be "biased", because the experiences I had with the Iberian struggle (I did not play in Iberia that much) were actually hard to go the other way; I rarely got Conciliation.
