Currently with the GCD changes, the quick burst that jutsus had to fight back against people chasing melees is lacking.

Someone chasing with strong melee from Tai,WM, or chakra scalps is very strong with uninteresting gameplay.

I don't believe nerfing melees is the answer but what if defending was more viable?

Currently when you block a melee attack you lose a massive amount of stamina and it makes it not very viable in a 1v1 scenario.

What if being blocked gives the attacker a stamina penalty? So in addition to the stamina they would normally lose they lose more. This would make spamming less desirable as it may put them into burnout faster.

Keep forgetting blocking is a mechanic need to really add it but one could currently just hold the punch button as long as they want at the moment until they get punched

Higher stamina drain on melee to kinda match how high jutsu drain on chakra is would probably be nice

The blocking nerf a few weeks ago made this current situation a bit more brutal. Before each attack blocked was -15% Max Stamina - it was changed to -25% Max Stamina. That means you go from 6 attacks you can block (@90% stamina) to 4 attacks (@100% stamina, which means if you were at 90% stamina because you were running around when you started to block, you actually only get 3 blocks). I would revert that change.

I believe some of that was to increase difficulty in PvE for the most part, but with the changes to AI, I think that has mitigated any potential problems plenty. I would go so far as to say that blocks should take 10% of your max stamina per successful block. It's a mechanic that isn't used frequently and nerfing it to make it less applicable was not a way to increase usage.
