I find that the ability for a Ninja who has gone rogue and away from the village kinda defeats the purpose of people putting in orbs via the altar in their clan house. Sure they should be able to come in and out but the fact they can still put in orbs to get clan leadership is weird. It would be nice to have it where they couldn't do so and instead be able to put into a altar for a Missing Ninja altar that would work similar to a clan leader.

This should coincide with the suggestion to mimic the village council voting system with clan leadership.
If someone decides to leave their village, they choose to remove all ties to their village. Having a rogue ninja be a clan leader defeats the purpose of building community within the village
Personally, I think that missing nin forfeit their right to the village when they leave.
Cannon naruto, missing nin were criminals and definitely not allowed to roam in their prior village.
Thats why Kinsen or Takumi exist. They can live lawless or they can rally together. Thats the open world idea at its finest.
You play stupid games, you win stupid prizes. Criminal's life is hard, don't choose it if you don't have the stomach for it 🙂
Rogues really just need more of their own organization system by way of guild features perks that other villages can't opt into from their guild system. Besides just having kuronami.

Lacking ALL infrastructure, in my opinion.
We have a village in land only, friendly fire makes coordination difficult outside teams and guilds.
I enjoy the intense stealth gameplay that's required in dropping orbs in former village, but I do see the issue now more so than at first, the village will never be accepting of a cross village relation between rogues and it serves as little more than bragging rights in a clan as inactive as my own.
Kuronami being the only Orga, we have a hospital but no medical Orga, no other orgas to serve as police or special operations.
In exchange we get easy access to event ticket stores and cheaper tools.
But we also lack any med supplies facility.
Takumi has the tools to elevate Takumi already with the excess housing potentially capable of hosting small store fronts for medicines and other goods open to Takumi residents only and incoming player shop updates hopefully will further this idea.
In theory even the friendly fire issue could be solved through teams and heavy cross guild coordination and team comp
Would it be something anybody would ever want to have a leader in Takumi, it frequently reminds us that no Kami has been selected for Takumi or has it been something that was a thing in the past?

As far as I understand rogues had orgs at some point (sage hermit org and something else) but not ever a leader. More like different factions inside takumi, and yeah they used guild function to get through the friendly fire.
I would say id be careful to not just make takumi a straight up 4th village. Many rogues say they like to do whatever they want and follow no rules. This would be gone if you push too hard for infrastructure. Gotta keep some of the rogue character to takumi. But yeah some orgs would be very nice.
Orga should work same way I would think, further unifying the villagers between guilds. For those that would like to cooperate and collaborate ☺️ I think a lot of the things that I don't love about rogue would be bettered by at least having a little better infrastructure. Even if its all just guild and player shop based, I think we stand a good shot at building a stronger Takumi if we pit our minds together at it.
I agree! There though lies the problem. Most people that go rogue and stay rogue don't want to follow rules or work together, they just want to go out and hunt or spar. But yeah if there were more orgs and factions already part of the game, it would be easier to atleast those who want to build the village to do it. You can already do it as a guild. You can tell me how thats going 
It just become, no pun intended, guild wars.
It's the only village I've seen that doesn't regularly raid the other villages and I feel like that should be like, our thing XD
